Because, going all the way back to the early 1960s, Cheyenne had a BIG roundhouse, as well as a backshop, designed and build for the larger articulated locomotives, and Omaha had none of that. Remember that the roundhouse and steam servicing facility was across the Missouri River, in Council Bluffs, Iowa. Omaha had the big backshop, i.e. Omaha Shops, which had been converted to diesel rebuilds. Thus, Cheyenne was the logical place to house and maintain 844/8444 and subsequently 3985, was "preserved" there in Cheyenne anyway.
