Over the years I've attended meetings in city neighborhoods through which railroad lines passed on elevated alignments. The railroads allowed the underpasses to deteriorate and have wanted nothing to do with any plans to make physical improvements. Even when residents, business or community groups or public agencies offered to pay for/make the improvements themselves, the railroads refused. A more cooperative attitude from the railroads on these and other matters would do much more for the railroads' public relations than a special train with a steam locomotive.
