Hahaha, the Trump admin is forcing Honolulu to pay up front a small fraction of the massive cost overruns, rather than a vague promise to pay it years from now (because it was going to be a scam where a future Dem president or Congress would forgive that provision. Similar to the games NY and NJ were trying to play with the Gateway Tunnels funding.)
