It is unfortunate the LA crosstown tunnel is encountering problems. The basic plan seems to be a good one, so problems of implementation not conception.

In SF the Central Subway was undermined by a politically engineered change of route from 3rd & Kearny to 4th & Stockton. 3rd & Kearny could have been cut and covered close to the surface, crossing BART/Muni in the mezzanine level. That 3rd St. route would have served both the retail and financial districts with a natural station located at Portsmouth Square parking garage. From there under the Broadway Tunnel to Van Ness and on to the Marina, a direct mirroring of the current 30X express bus line .

LA seems to enjoy much better planning than SF.
