Last I looked electrification which absolutely includes both generation and transmission is in process for Caltrain and IINM CAHSR if ever actually built as well. As such arguments over which "sustainable" generation methods will lead to what transmission systems. FWIW, a decade or so ago, a fellow published a polemic suggesting PV panels along rail ROW andnot needing long transmission lines from generation to usage. Whether EMF from electrical transmissionm cables is a serious issue is not "settled science" AFAIK.
