so the RR(CP) while running P(oorly)S(cheduled)Railroad trains needs somewhere to park them when yards are plugged and rational people aren't thrilled by idling diesels parked for hours.
Imagine if RRs, like airlines, could not dispatch a freight unless a destination yard track was reserved (flights are held when the terminating airport cannot assure a landing slot. Nothing would move.
