Absolutely agree with the first statement…

One thing making the situation really bad is that there is no real (california or federal) infrastructure manager following best practices. Instead, as stated, the state government let (because of lack of competence) the show be run by consultants. OK, and the whole administrative/legal procedure is total crap.

No doubt, California can afford that high speed line. California also can afford other intercity lines (such as the surfline). It is not the question of money.

So, if California would want, they could show the finger to the federal government.

But (there is always a but…) it might require a complete reinitialization of the planning and procurement processes, maybe even more, deep going, political changes.
