The article does not talk of the US rail system, it talks about the US rolling stock manufacturing industry (primarily for passenger cars).

Well, how can one wipe out something which does not exist…

If there were no stupid "buy america" rules, there would probably be less plants installed by world companies, and they would ship finished (and tested) vehicles.

One point that politician (for sure) ignores is that because of the bigger quantities CRRC can produce, the cost per unit will be lower, no matter what.
