It's an interesting and very expensive to produce document, that seems to be more interested in documenting the current CHSRA "estimates" and comparing them to a competently built system in Germany, than in documenting the actual costs they are actually encountering, in the segments already under construction (which were listed as "not supplied" in several important charts).
Since the tunnels purportedly only represent on 21% of cost, I guess that my estimate of up to $35 billion for Pacheco might not be too far off ($5 billion for tunnels "only" times approximately 5 is around $25 billion, and then with the history of current cost overruns....)?
It seems to be an expensive comparison of many, as yet, unknowns (CHSRA's "apples" in the "big" Pacheco basket of future contracts) to a known completed project in Germany (Oranges that have actually been paid for and harvested by a competent rail system), and with the lack of any clear purpose, or explanation of what this "means", in the remarkably thin and incomplete "executive summary", it has apparently made some of these consultants even more money...
Thanks for posting this though. I find it interesting to compare the latest "technical" "story" line, to earlier "story" lines, to keep up on the latest "spin" on these things, from the fine folks riding on the public "gravy train" at the CAHSRA's "runaway money train"....
