What’s mystifying to me is the insistence on a 13-mile tunnel (never mind the insistence on a suboptimal Pacheco routing). The terrain profile clearly shows an opportunity to come up for fresh air, making two shorter tunnels with a break, and yet they steer the TBMs downwards (!!) to duck under that opportunity. This tunnel seems deliberately configured to cost as much as it possibly could.

Good thing it’ll never be built.
