Rand Paul is not a populist; he is a "liberal" in the original European sense - a doctrinaire believer in laissez-faire.

Trump is a full bore Reaganite in populist packaging and I think a little to the left of Ronnie, especially in mores, more cosmopolitan. Trump appeals to the rural areas and small towns and flyover states the Ca. Party holds in utter contempt.
