Donner Track Work Updates???

Hi folks. Recently Union Pacific rejected state help for the planned Donner rail project due to the conditions attached including some Amtrak extentions to Sparks. They rather pay for the project themselves. There are rumors that the current track work is replacing track 1 between Switch 9 to Shed 10 without immediate tunnel notching, just to ease the bottleneck delays. Other rumors are it is just replacing ties on the current single track. Can anybody confirm this?
