I believe the entirety of the project was to shave more like 15 minutes off. 14 trains a day at ~811,000/365 ~ 2300 riders/day ==> 8000 rider hrs saved per day.

WSDOT was planning on buy new trains in 2014. Accident will speed that up by a few year, mean time need a band aid.
