A Few facts here to consider. The 1989 legislation that created it also had a companion bill to FUND it. Governor Dukemajian vetoed that Bill. Thus the NCRA became and still is the ONLY state agency, unfunded and still in existence. Simply imagine any state agency with no funding? Impossible except for the NCRA which over the years under the leadership of Mitch Stogner, hired an outside property consultant to go after the folks trespassing on NWP Property and negotiated leases that has kept the agency going by after those folks that in a sense were eating NCRA Breakfast, Lunch and dinner. The leases involve private citizens and utility companies who provide telco and gas and electricity. What the audit will show is that NCRA has not grown its debt over the years but is actually reducing by generating monies that are used to pay down some the outstanding bills. The late John Williams recognised the importance of the unfunded state agency and loaned it money. NCRA and the NWP fought long and hard against the Friends of the Eel River (backed by pot growers)who filed suit over the environmental impact certified by the NCRA. This cost NWP and NCRA millions of dollars in court costs to settle. Senator Mcguire is only presenting one Side of the story in order to promote his redwood trail at the expense of NCRA. Once NCRA is gone, the very agency created to save and advocate for freight rail will be gone and you can figure out on our own the outcome of this important ail corridor.
