Amtrak Detours Question

It seems that this year and in immediate recent years that more Amtrak Train detours have been occuring most notably on the Highline, Feather River, Tehachapi, Sherman Hill, Northern Illinois and Grand Central Station routes.

Is the operating procedure and the working relationship between Amtrak and the Railroads or other factors such as track conditions getting better to allow for these events to occur on a scheduled basis?

In seem to me that in the past these events were unscheduled, sporadic and often only occured in emergency situations. Is something going on???

Is it true that detour situations can have advantages as well. Are Amtrak crews recieving special training to deal with detour situations?

Anyone know???
