Indeed the track guage per se is not a daily issue. The point which you allude to is the extreme cost of everything BART touches. Since it is both a one off and inadequate as is, (lack of sufficient redundancy to easily run 24/7, poor route to large trip generators such as SFO), we are stuck with it. Unlike 5" floppy drives, IDE hard drives and 16 bit motherboards,we cannot simply scrap what we have. And, indeed, I use BART regularly; when it is not sabotaged by malfunctioning hardware, it is pretty good.
As to the expense of building transit in the US, Muni's Central Subway and the Second Avenue Subway, show guage has no influence on the percentage of corruption. Get a copy of Gibbon; little of our present predicament is brand new.
