BART needs subway type 5'6" rolling stock and AFAIK India has chosen standard gauge for that type of railway system. So BART is really a white elephant, one of a kind. They will get nothing but bloated bids to restock. So they might as well build their own crap. As it stands they have to keep their trainsets for many years - their rebuilds are approaching new construction.

Muni builds cable cars in its own shops. BART is about as quaint.
