A "better system" of "what", than "what"?
That's how true professionals do real real planning, we give colored crayons to foamers (or in the case of CAHSRA to "foaming" politicians), and have them draw random proposed rail lines on google maps....
This "new age" planning method. is all about the individual creativity of the children...and everyone always gets an A, so we don't hurt their precious "self esteem", with any "criticism" of their "unique" contributions to the creative process, right?
With this new "colored lines on a map" method of transportation planning, there's no need for any of that pesky and hard analysis, or of any of that difficult math, to determine really stupid or unimportant things, like the costs, or the ridership, or the return on investment (kind of like the way the CAHSRA fiasco was "planned"...?).
This "map of lines" LV proposal is right up there with that outfit that puts out these vague "press releases" about how their "company" is going to "take over" the UP as a "common carrier" and "operate" their "used wine train" equipment to run service to Las Vegas (any day now...?), that was posted a couple weeks ago...?
I've actually reviewed a number of the LV environmental scoping documents on the (now) Virgin Brightline proposal and spent the last 25 years going to CAHSRA meetings and reviewing their useless travel demand analysis, bloated costs, incomplete business plans, and followed the competent and effective administration of its implementation...
I know that maybe, it's just me again? But, from my 50 or so years of experience in doing some of this stuff, I'll take the Virgin LV work, or the due diligence and proper planning by Brightline in Florida, and Branson's actual "track record" of financing successful rail operations, over this new fangled "lines on a map" method of transportation "planning"....
