It just dawned on me (its been a few decades) that this map is just basic graph theory - a graph of 5 nodes. Number of city pairs if Riverside is included is n!(2!*n-2)! where n is number of nodes.

5 * 4 / 2 = 10 city pairs

This would give maximum ridership for Southern California.
