well, we mostly disagree, but here's the comedy, DOE was given the entire nuclear R&D which used to be part of DOD. You can't simply shut it down--unless of course you are smart enough to be willing to get out of the nuclear weapons biz. As to the social programs, after REAL tax reform (restoring the patterns from the Eisenhower era) there won't need to be any cuts.

Rail content. With major cuts to DOD, we will easily afford the tunnel work both under the Hudson and around Baltimore, Federal share of redesigned CAHSR at 50%, and seriously upgraded Amtrak services.
