Not true at all. Rep. Tom McClintock introduced legislation to eliminate all Amtrak funding. His measure was supported by a majority of Republican Congressional Representatives. All House Democrats voted against it.
Even Jimmy Carter, at his very worst, was infinitely better than Ronald Reagan who proposed zero budget amounts for Amtrak or Trump who has proposed to eliminate all long-distance trains and is stalling on the sorely-need Gateway Tunnel Project.
The 2016 GOP Platform called for eliminating federal funding. There was no equivalent language in the Democratic Party Platform in 2016 or any other year.
While major cuts to Amtrak were made during Carter's presidency, additions to the long-distance network were made. Additionally, during the Carter Administration orders were placed for new locomotives and passenger cars.
