I did a contract in the area some years back and I took Metro regularly. The rail was setting ridership records on a monthly basis but that was years ago, who knows what it is now. They passed a 30-40 billion PT expansion plan a few years ago but there has been lots of infighting about curtailing it lately, so not sure of the status.
The below article points out how treacherous that stretch of I-10 is to Tucson. Having driven it myself on countless occasions it can be one of the nastiest stretches of pavement in the country.
I think if there was a Democratic Governor in place the timing would be right for a commuter line to begin. They've got all the studies by state and fed officials done, they just need to pull the trigger and finance it.
