Correct. The pattern for much carbuilding in the US has been serial leasing by foreign based firms for one or more contracts. Not a stable source of jobs, but better than none. In the east, several former mainline RR shop facilities have been used this way. In some cases, the purchasing agency gave "extra credit" in the bidding process for assembly within either the transit district or at least the state. Plattsburgh NY evolved as Bombardier built cars for MTA NY, NJT, etc. Kawasaki has a facility in Tarrytown NY (former GM plant IINM) for NY and NJ customers.
