Oh Kenny, you're such a clever boy... I'm just talking about the higher "marginal cost" of adding additional lanes to an existing freeway. You do know the difference, right? Or is that too much math? So how many lanes did roads have in ancient Rome...? That's about as relevant as your clever little meme....
And, Gordy, as FUD pointed out, welcome to a WashDot, that has succumbed to political correctness, and is apparently too afraid to divulge to the public, the Nimby's, or the "pseudo environmental" spouting political wannabee's, the biggest benefit of ramp meters, which is to maintain throughput capacity. Capacity for "evil" cars, is "evil"...as you hear from these Complete Streets loony's.
We used to describe HOV lanes as "air quality" measures, and not a "new capacity" in Southern California due to a similar "political correctness" "don't tell them the truth" fear of an ignorant mob with pitchforks who might sue us...over adding "evil" freeway capacity, for those "evil" cars, that are carrying all of those "multi-occupant" vehicles using it.
The official policy of Republican Governor George Deukmejian was to build carpool lanes, as a cost effective way, to increase the person carrying capacity of our existing freeway system. We were told to never mention that it actually added lanes to increase vehicle throughput capacity to do it, either.
