Jones Act

Matson primarily serves domestic U.S. shipping routes, such as between Hawaii and the mainland. As a domestic carrier, they are subject to the Jones Act.

"The Jones Act requires goods shipped between U.S. ports to be transported on ships that are built, owned, AND operated by United States citizens or permanent residents. It is also known as the Merchant Marine Act of 1920."

This is why most cruises call at a foreign port as part of their voyage.
