If you do not approve the tracts no environmental impact. Regardless of any HSR nearby the Ranch has demonstrated the juice to push thru its developments.

An HSR ROW slightly to the west of I-5 would have the least impact provided very few stations enroute to Tracy and Sac.

Now there would be some development pressure on Bakersfield but apparently it is already booming based on auto-centric transport. What is the difference between Bako becoming a bedroom community to LA or to Silicon Valley, as SVLG-SPUR want?

In reality an HSR line can be done at Tejon with immaterial damage to the interests of the Ranch. Why do they want to put their tracts atop the convergence zone unless they figure it is the only place they can get approved? A deal can be cut.
