Actually, the solution is simple. Since everyone else wants it; take the city of NIMBY - I mean Novato - out of the equation; then it will pass the two-thirds vote handily. Of course, service cannot then be provided to Novato since they would not be part of the service district. Just drive the trains right on by - at speed; And blow the horn in the quiet zone if there is so much as even one car or pedestrian closer than a block away.

Oh, and I almost forgot. Novato on-ramps to 101 should be fitted with metering lights set to very slow. If they then don't get the hint, they deserve their continued misery and are welcome to it. But the rest of the region deserves better, since they are willing to vote for it.
