As far as SMART, Judy, UMTA loves to throw money at start-up transit operations and since a lot has been paid for already, they do have a track record of appropriating monies to agencies like SMART for passenger cars, locomotives, signaling and construction. Believe me, Lillian has invested her life in SMART and she will see it through even if she has to go out spike the rails to the ties! Loss of the 1/4 cent sales tax is not a death blow to SMART, there is other funding in place. No one ever thought that Bush would sign the recent fully funded AMTRAK bill for $15 billion, but he DID!. And with the uncertainty in the economy and volatile gas prices, even he saw the writing on the wall. Lots of ISTEA money out there, and locally, SMART will be able to pony up to the trough and get their share of the pie from MTC as will as NCRA. So as I said in my earlier post, "....its gonna happen...".
