Mike, did you mean what you wrote? Measure Q doesn't matter?
While SMART is undoubtedly going to try to get funded for as long as it
can, it has a real problem after losing two elections in a row.
The funding agencies don't like throwing good money after bad and
they know that SMART needs the sales tax dollars to pay for operations
and debt service. Without it, they're are just throwing money away.
I don't think it's as simple as you claim. It will depend on
how much they lose by and on whether local contributors are willing
to pony up another $500,000 for another potentially losing campaign.
There is also the friction between the two counties to consider
and what the Marin Board of Supervisors may do.
It also depends on what opponents do. Whatever you may think of them
they have been persistent, they have changed a lot of people's minds
who were originally for the project, and they have won ALL of the
measures in the two counties going back 18 years. And
they've done with a lot less money than the proponents.
