If you look at the train at asm.transitdocs.com, you'll see that #6 of the 23rd left Emeryville over 5 hours late, and hasn't gained or lost a lot so far.

Not unusual for the eastbound train to start out late if it came in very late. All Oakland can do is turn and service the train; they don't have spare trainsets on hand to generate a Zephyr all by themselves.
