I was in Coos Bay a few weeks ago, and indeed the yard was pretty empty. But, it looked like they had done some recent work there, with some news ties and ballast, as well as a rebuilt switch.

It was less than a month ago that they got their swing bridge across Coos Bay repaired after being broken for over a year. Repairs cost somewhere in the neighborhood of $3MM. Whilst the closing of the GP mill has an obvious effect on traffic, I would imagine the port would continue to seek customers south of the bridge after that investment.
