and as FUD mention, Caltrans didn't pay for anything it didn't think it needed. There were no rear ladders either, just steps to ride on, although the railings were stainless steel all around.

This happened because upon the creation of the JBP, Caltrans's involvement ceased.
Hadn't heard that about the SP requiring the "light package", and I somewhat doubt it because they didn't require the UP locomotives operated on the SP lines to have it (not to mention other foreign locomotives).
