A shuttle or people mover is the best option. There is no clear path from the ROW to the Terminal. They would have to remove at least one building, build an elevated track system and such. If I had to propose a fast route: T off the new Cal Park Hill foot Bridge and have an elevated walking/people mover platform built above Sir Francis Drake Blvd. This is about 1500' distance from the bridge. 1300' if you straight shot it from the new bridge to the terminal.
