Alf Doten you hit the nail on the head...

The track from Gerber to Eureka would only cost $1 Billion in labor, materials, and easements. The other $9 Billion is to pay off the environmentalists. To repair the track thru the Eel River correctly will only cost $500 Million but that number would inflate due to environmental B.S. and lawsuit payouts. Probably $1 Billion... We could have nice things if we stopped fighting every government organization mankind has to offer...
