UP already agreed to share ROW with Texas HSR

For 40 miles leaving Houston. So UP is probably just trying to jack up the price. But this may be an apples to oranges comparison. Texas HSR is partnered with Japan's HSR operator, so unlike CAHSR they actually know what they are doing.
