Even the SNCF has shortly had to resort to buses to replace the storm-damaged main rail line from France to Italy, which IIRC will take about a month to restore. So buses and rail are really linked at the hip.
Your apt comments I believe could be applied to the quasi-BRT projects in SF on Van Ness and Geary. Both streets carry major auto traffic and middle street lanes have their issues. Van Ness is a short route disaster no matter what and on Geary I suggest curb loading is safer. Traffic light triggering is another approach, also unpopular with motorists and applies to grade crossings of light rail as well. But still necessary.
One internet piece on LA BRT(I believe the Orange Line)did suggest 80 foot buses and indicated that would require a "papal dispensation" from the DMV and/or PUC to deploy. They should definitely be considered for Geary and of course trolley bus conversion straightaway.
