Figure I've seen is $25 mil to crown Stampede Tunnel. As for Stampede vs. Stevens, the recently released statewide freight rail capacity study shows Stevens operating at something like 130% capacity, and Stampede at 60% capacity. That's a large reason behind wanting to open Stampede to container traffic.
