SMART Can Not Fund Extensions North of Windsor

SMART plans on an sales tax extension measure in March 2020.
They will argue they need to refi their existing bond,
extending its maturity and lowering operating expenses.
The above is consistent with the financial math. And they'll
need to reduce their annual debt service expenses.
But it won't leave much for construction north of Windsor.
As an agency that regularly misleads the public, will the agency
tell the voters of northern Sonoma County that they'll need
federal funding to push the train much further north?
Will voters still support the measure despite years of misleading
utterances from its unbelievably overpaid GM? (Anyone on this forum
ever dealt with him behind closed doors?)
Or, like they did in 2008, will SMART cook their financial books
and try to hide the real costs of constructing a heavy rail line
and running many near empty trains?
