Siemens charger with red strobe on the front?

Saw a Siemens charger pulling Capitol Corridor west into EMY. This loco has two white strobeslights above the nose like a few F59PHI have. But this charger also has a red strobe (at least red lens) between the two whites strobe stations .
I read the red light in the SP lighting package of old illuminated continuious when the train went into emergency. IE: EMD GP-7 or GP-9
Anyone know the purpose of the red light on the roof of this new charger?
