Stored grain hoppers on the NWP at Novato ?

On highway 101 in Northern California I passed a string of 20 covered grain hoppers sotting just north of the Novato city limits. A month later same cars still there. Must be a siding since SMART commuter rail runs past there.
I have seen empty container well cars and auto racks stored down the California coast.
But never grain cars.
I read they are in short supply during the summer.
Wondering how these are justified being idle ?
