Interesting discussion.
I read somewhere that this extension is not FTA type light rail. It's like SMART/Texrail (you can run it with BNSF, although it is my understanding BNSF hasn't run east to Redlands for a few years.
Arrow is supposed to run WITH Metrolink. On that report I read Arrow will run west to Montclair-Claremont area and meet with the Metro Gold Line.
What needs to happen is Metrolink needs to buy some Stadler or Nippon Sharyo type DMUs and run them Intra-County on reverse commutes or on runs that dont hold the ridership for an entire train.
It's cheaper to do it this way. A couple of years ago there was a very knowledgeable consultant at California Passenger Rail Summit in Union Station who explained why Metrolink should go Electrolink on some lines a la Caltrain...
But I still believe a few DMUs will help on not stealing locos and saving the Counties some of their moneys.
