TEA "Transportation Efficiency Act" funds, are the initials for the Federal Highway and Transit act funds. We've been drinking (or maybe, smoking?)that "TEA" since the nineties, when Congressman Bud Schuster, "the Elder", wrote the last major revision and update of the Federal Surface Transportation Act.

"Enhancement" funds, and somebody can google the "exact" language, are the percentage of those funds, that are set aside for cultural and/or historic transportation "enhancements", like for art at choo-choo stations, or is used to preserve and restore "historic" choo-choo stations. Which could also be used for the connection to the Museum, as a "cultural and historic" transportation resource.

Your tax dollars, in other words....
