Highly misleading headline.

$600M will be spent for a collection of projects.
It's not simply to paint some new lines, change some traffic signals and plant some No Turn signs.

A big chunk will be used to replace underground utilities (water, sewer and other utilities) expected to last for 100 years.
Other spending will be used for a new trolley power substation, and replace the tracks on Muni's historic F line.
