In a world with no fossil nor nuclear usage for anything(banned) I doubt there will be any excess electrical power. Probably the contrary.

You could always pump water from the whatever wet areas to the drought areas, of which there may be many in the future. Or desalinate and store in reservoirs. 100 million souls in LaLa region are going to need a lot of water.
