Where did you come up with those number? The 3900 class Challengers, with 69" diameter drive wheels were good for at least 75 MPH and regularly handle freights at 50 to 60 MPH, with passenger trains to 70+ MPH.

The 4000 class, with 68" diameter drive wheels were good for 65 to 70 MPH in freight service.
