There is more than one lumber company that the Port of Tillamook Bay Railroad serves. From the article, it sounds like a reaction to a number that ODOT has given after putting in their two cents on what is best for the POTB, and after the governor has tasked them with finding any and every other option but saving the railroad as a way to service the shippers and users of the POTB. I am sure that the number ODOT gave would not be written in stone, just a worst case. The mill would use the railroad if it were operating, guaranteed, they just don't want to put their money where there mouth is quite yet. I bet the POTB really misses John Hampton and his support of this rail line.
