Mike I'm still trying to figure out where you come up with the $7.8M in 1990 etc.
I do know that according to the 2001 Oregon State Rail Plan, Table 2-10 on page 72, up to 2000, POTB had received $2.5 million in federal track rehabilitation funds which they matched with $1.1 million of their own funds. Of the $2.5 million, $313,000 was for rehabilitation of the industrial park's trackage. This was before the Port owned the rest of the railroad. The federal program ended in 1995 and has not been revived.
The state did provide $2.8 million for the purchase of the line. These dollars are collateralized in the event the railroad is abandoned. These funds came from the lottery so are not real "tax payer" money. (If you don't play, you don't have to pay)
The floods of '96 were mainly paid with federal FEMA funds(75%)and the state "E" board provided a loan for the remainder. POTB has not received any funds from the Connect Oregon program.
