Who, what, why, when, and where? Journalism 101?

Well, we know half of what, and we know where, and we know when, and we know it's one guy, but we don't know "who" he was working for, or "what" he was doing on the choo-choo tracks, or "why" he was there. So we know completely nothing about why this happened?

It looks like construction "screen" and pylons along the ROW. So it appears that there is definitely some kind of construction directly adjacent to the ROW. And, this is where the DT project is underway.....?

So, I'm still waiting for a bit more on the "who", "what", and "why', this kind of clearly preventable accident, that shouldn't have happened, happened....?

"What?" Are they short of brakemen on the extra board for "flagging" the ROW for construction projects? Or, don't they call a flagman for this kind of assignment anymore?
