On UP, any work performed by anybody on or over the right of way is protected by Form B and a track foreman. Never by a brakeman. Or a conductor. Perhaps that was SP policy.
Less than a mile from where I type this a highway overpass over UP is under construction. It is protected any time work is taking place by a track foreman under a Form B.
No other railroad employees or railroad contractors are involved.
