Gov. Walker's administration continued to improve Amtrak's Chicago-Milwaukee corridor. These train sets were planned before he left office. Wisconsin has been negotiating for years with IL, CP, and the feds to get more frequencies in that corridor. Those efforts are stalled by IL politicians, mostly Democrat, bending over for rich NIMBY's in the northern Chicago suburbs.
See page 6-2 for the station, signaling, and equipment projects in the WI 2019-2022 Statewide Transportation Improvement Program finished before Walker left office. It says all those projects had grant applications for Fed funding already submitted, programmed if awarded for FY2019.

The Milwaukee airport station 2nd platform grant was awarded in March 2019, just 2 months after Walker left office. The application was submitted long before then.
